论文发表丨何文炯:“投资于人”视角下的社会保障制度深化改革

编者按:近日,我院副院长何文炯教授撰写的论文““投资于人”视角下的社会保障制度深化改革”在《中国劳动关系学报》上正式发表。

摘要

社会保障是国家利用公权力组织社会资源,为全体社会成员提供全生命周期基本风险保障的基础性制度安排,因而是“投资于人”的一种重要载体。改革开放以来,我国社会保障体系改革和建设成就显著,但受历史和现实诸多因素影响,社会保障领域的资源投入不足且配置不均衡。随着“投资于物和投资于人紧密结合”理念的逐步落实,全社会将有更多资源用于对人的投入,社会保障将成为“投资于人”的重要途径。为此,要通过深化改革,进一步织密社会保障网络体系,逐步落实国民平等的社会保障权益,完善社会保障筹资规则,创新社会保障相关服务供给机制。当前和今后一个时期,扩大社会保障资源并优化配置的重点是:扩展社会保障实际惠及范围,稳步提高农民的社会保障水平,拓宽社会保障筹资渠道,进一步弘扬社会保障文化,最终实现社会保障制度的公平可及与长期可持续,使其真正成为“投资于人”的坚实制度根基。

Abstract

Social security is a fundamental institutional arrangement whereby the state mobilizes social resources to provide basic risk protection for all members of society throughout their life cycle, thus serving as an important vehicle for “investing in people”. Since the reform and opening up, China's social security system has achieved remarkable progress in reform and construction. However, resource input in the social security field has been insufficient and unevenly allocated due to various historical and practical factors. As the concept of “closely integrating investment in things and investment in people” is gradually implemented, more resources will be devoted to investing in people, and social security will become an important means of “investing in people”. To this end, it is necessary to deepen reform, weave a dense social security network, optimize the allocation of social security resources, improve social security financing rules, and innovate the supply mechanism of social security-related services. In the current and future period, the focus of expanding and optimizing social security resources is to expand the coverage of social security, steadily improve the social security treatment of farmers, expand social security financing channels, and further promote the social security culture. Ultimately, we aim to achieve fairness, accessibility, and long-term sustainability of the social security system, making it a solid institutional foundation for “investing in people”.

何文炯,浙江大学公共管理学院教授、浙江大学民生保障与公共治理研究中心主任、浙江大学老龄和健康研究中心名誉主任、浙江大学共享与发展研究院副院长;中国社会保障学会副会长、中国残疾人事业发展研究会副会长、中国保险学会第八届和第九届副会长。长期从事社会保障、风险管理和基本公共服务研究,主持国家自然科学基金重大项目、国家社会科学基金重大项目以及中央部委和省级政府委托的重大项目20余项,发表学术论文130余篇,科研成果获得省部级科研成果一等奖6项,多项科研成果直接服务于民生保障领域的国家立法、中央和国务院文件制定、国家规划编制和行业标准制定。
